Every student deserves a safe, supportive school system where they can thrive. When districts or charter schools face persistent challenges that impact student learning or operations, TEA may intervene to provide targeted support.

One way TEA may support struggling districts is by appointing a board of managers—a temporary leadership team of local community members who help guide the district through improvement efforts. This action is based on state law, which outlines specific situations where this kind of intervention may be necessary.

When a Board of Managers is Considered

The Commissioner of Education may appoint a board of managers if a school district or charter school:

• Fails to meet accreditation standards
• Has ongoing academic underperformance
• Does not meet financial accountability requirements
• Is the subject of a special investigation
• Faces governance or leadership issues
• Is not complying with state or federal laws
